A Building Warrant is required for the construction of new buildings, demolition works, internal and external alterations, extensions (including conservatories) and possibly for a change of use of the building. A warrant will be granted if the proposed works meet the requirements of the Building Regulations.
DO NOT LET A BUILDER START WORK WITHOUT FIRST HAVING SIGHT OF YOUR BUILDING WARRANT.
Scottish Building Standards
Since 1st May 2005, the new Buildings Standards system came into operation in Scotland. All Building Warrant Applications prior to this date were processed under the Building (Scotland) Act 1959. Warrant Applications submitted after 1 May 2005 must meet the requirements of the current building standards system.
The Scottish Building Standards (SBS) was established in June 2004 to fulfil the duties placed on Scottish Ministers by the Building (Scotland)Act 2003. The Agency prepares and updates building standards legislation and guidance documents which include the Technical handbooks.

The SBS has developed an online sustainability guide to provide advice for the home improver.
Attic Conversions
To create additional space within the home many choose to convert their attic. For the majority of these conversions a Building Warrant will be required. You should seek the services of an Architect or similar professional to discuss the project and to subimt your Building Warrant application.

Technical Handbooks
The SBS's Technical Handbooks provide guidance to Architects & Designers on achieving the Standards set in the Building (Scotland) Regulations 2004. They are available in two volumes, domestic and non-domestic.
Certification Schemes
Certification Schemes have been introduced for the option of certifying design or certifying construction.The Building (Scotland) Act 2003 permits the design or construction of building work to be certified by qualified, experienced, and reputable building professionals and tradesmen as complying with the building regulations without the need for detailed scrutiny of designs or inspections by local authorities.
Structural Engineers & Electricians are the first bodies to suscribe to this scheme.
