Part 1 of the Land Reform (Scotland) Act 2003 provides the legal framework for the access legislation in Scotland. The Act makes it easier for people to access the countryside and to understand what they can and cannot do in the countryside.
The access laws include a package of related measures:

Provides a clearer legal basis for access;

Ensures that responsibility is the key principle for using access rights and managing land;

Provides safeguards for privacy, land management and conservation;

Gives new duties and powers for local authorities and other public bodies; and
-
Gives adequate resources to make the proposals work well.
