Second Adult Rebate

Most adults (age 18 and over) who live alone get a 25% discount on the Council Tax, no matter how much they earn. If another adult lives with you, you won't get a discount. In a few cases, if the other adult living with you is on a low income, it would not be fair to charge the full Council Tax. So, we can give a special discount which we call a Second Adult Rebate.

If you share your home with a person/persons who are over 18 years of age and they are;

  • not your partner;
  • not paying rent to you; and
  • not sharing the Council Tax with you
  • receiving a low income.

For example, if you pay Council Tax but do not qualify for benefit because of your own income, then your son who is claiming income support moves back home you may claim second adult rebate in respect of him.

Amount of Second Adult Rebate:

If the second adult receives Income Support, Jobseekers Allowance (income based) or Pension Credit 25% of Council Tax Bill
If the second adult had an income of less than £150 a week before tax 15% of Council Tax Bill
If the second adult has an income of between £150 and £193.99 a week before tax 7.5% of Council Tax Bill

If you think you may be in this position, please use the regular claim form but you don't have to fill in the sections about your own income and savings. If you fill in the whole form, we will work out whether we should pay you a Second Adult Rebate. We will pay normal Council Tax Benefit or a Second Adult Rebate, whichever is better for you.
