To receive a Retail, Hospitality or Leisure top-up payment, you must apply for the Strategic Framework Business Fund by 5 February 2021. If you have already applied to the Strategic Framework Business Fund, you do not need to reapply for the top-up grant. It will be issued automatically.

The Scottish Government has introduced the Coronavirus (COVID-19): Strategic Framework Business Fund to help businesses that are legally required to close or specifically required to modify their operations by law and impacted by the current protective measures across Scotland. West Dunbartonshire Council administers these grants on behalf of the Scottish Government to eligible West Dunbartonshire businesses.

Business Temporary Closure Grant

Businesses required to close by law can apply for a temporary closure grant. Eligible businesses with a rateable value up to and including £51,000 are entitled to a £2,000 grant and eligible businesses with a rateable value of £51,001 or above are entitled to a £3,000 grant, payable every four weeks for the duration protective measures are in place. 

Business Restrictions Grant

Businesses remaining open but specifically required to modify its operations by law through protective measures can apply for a grant of £1,400 if your business premises has a rateable value of up to and including £51,000 or a grant of £2,100 if your business premises has a rateable value of £51,001 or above. This does not include where a demand for your products or services has been reduced because of the pandemic.  Grants are payable every four weeks for the duration protective measures are in place.

COVID Strategic Framework – 26 December Update

Following an update to the Strategic Framework legislation on 26 December 2020, the following are now eligible for support under Level 4 restrictions:

  • a tanning salon or premises which operates a self-tanning machine or a spray-tan booth
  • a travel agency
  • premises laid out as a showroom to demonstrate products for installation in residential property, such as kitchen, bathroom, furniture or glazing showrooms
  • garden centre and plant nurseries  
  • homewares stores which are not suppliers of products and tools used in building work and repairs

Please note, that the Strategic Framework has not fundamentally changed and the following are not in scope for this programme:

  • Professional Services – including law firms, accountants, etc.
  • Motor Vehicle Repairs
  • Early Years Education – i.e. nurseries
  • Consultancy Services – including IT and marketing
  • Mobile Close Contact Services

How to apply

To apply for either grant, please complete the online application form.

Businesses operating multiple premises can apply for grants for each eligible premise. From 1 January 2021 there will no longer be an upper limit on future payments for any eligible business operating multiple premises.  Businesses already in receipt of payments need not reapply.  Business applying for the first time on or after 1 January should submit individual applications to each relevant local authority for all relevant premises in that area.

Applications can be made up to 31 March 2021.

Grants are paid every four weeks in arrears and the first payment is due after 30 November 2020.

Where restrictions are extended beyond a four-week period or the level of protection in West Dunbartonshire changes, businesses do not need to reapply, with the grant entitlement reviewed and automatically awarded. When restrictions end, any final payment in arrears may be adjusted to reflect the duration of the restrictions to the nearest week.

We appreciate the importance of awarding these grants as quickly as possible and ask for your patience. We aim to pay the grants within three days of an approved application and payments will only be made into the business’ bank account.
