Chair welcomed everyone to the meeting.

Chair advised November Community Council meeting (6/11/19) will be held in NP Headquarters at 6.30pm due to room being unavailable at our normal time

WDC are holding a training event (Roles and Responsibilities of CC’s) on 16/2/19, 10am – 12.00pm at CVS, Clydebank.

Core Path Plan meeting on 15/2/19, details passed on to J McQ.

JB stated works in Balloch Road West have been stopped due to complaints received regarding layout (WDC project).

Matters Arising

Paperwork to get PO Box up and running, Secretary will get this sorted out by Friday.

Start date for works at Inler Park 6/3/19.

CC printer, paper and toner cartridge handed over to GC.

DK brought up matter of email which he had taken exception to. Chair read out letter from WDC which covered this. BHCC and Councillors have been exonerated from all allegations made against them.

WDC felt our submission re Flamingo land was fair.

Defamatory posts on Facebook about BHCC will be discussed at training event on 16/2/19.

Charrette

Balloch Square, Chair read out letter received by Corries re resurfacing, from main contractor, assuring disruption will be kept to a minimum. Businesses are concerned. Secretary will email, WDC officer in charge, to ask if delays in Balloch Rd West works will delay Lomond Bridge work starting. Tullichewan roundabout, works to start March 19.

Lomond Rd Bridge, due to start October 19.

Head of Roads to be invited to March 19 meeting to update us on schedule of works, if unable to attend then to give us an alternative date or send a representative.

J McQ updated us on summer projects, possibility of summer festival in 2 years’ time, CC to be involved, he will attend future meetings.

Chair raised possibility of gardening competition, carry forward to another meeting. GC suggested waiting to see what WDC are going to provide this summer in floral displays and possibly have a community gardens competition in sites at Haldane, Balloch centre and Balloch West.

Police Report

No police report this month.

Treasurers Report

Balance at end of January 2019: Balance, £1850.70. Monies spent on post office box at Strathleven House as recommended by WDC officer and the printing and distribution of Futures newsletter. Grant will be applied for this month.

BHCC Futures newsletter was distributed to all residents of BHCC area within this month’s Community Advertiser, copies also in Balloch Library and National park Headquarters. IG to check if Drumkinnon Gate received copies and DK will put it on BHCC Facebook page.

DK brought up legal ruling confirming CC’s can be sued in personal injury claims, this will be discussed at training event on 16/2/19. CC as a whole can be sued, not individual members. JMcQ asked what our insurance covers and has it been renewed. Chair to bring up on 16/2/19. We need a copy of insurance policy for clarification.

Community Partnership meeting to be held tonight at 7pm in NP Headquarters, DK to attend.

Minutes of February meeting

Matters Arising

Balloch Rd West, complaints raised re state of road. Sally stated she had had meetings with local residents, architects and WDC, Regeneration Team. Plans have been revised and further changes to be made, she has raised the issue of lack of consultation with councillors and local residents. Ian Gurr stated that concerns had been raised at previous meetings.

Dunbain Road

Speakers from Dunbritton, Cruden and Mast Architects delivered presentation on potential site on Dumbain Rd for social housing. No plans submitted at present hoping to submit late Spring/early Summer for 20 terraced family homes and 24 cottage flats. Jim Biddulph raised issues with infrastructure, school capacity, road traffic. Alastair Boutell raised concern of road safety as road will be narrowed.

Police Report

Delivered by PC Glen Roberts for period 5/12/18 to 6/3/19.

58 crimes reported

Talk given by Ronnie Murray from Petrolinas re INEOS pipeline.

Jim McQ gave feedback on the Balloch Charette Steering Group meeting he had attended on 28/2/19.

Balloch Castle feasibility study has suggested a multi-use facility; however this is on hold awaiting further information on West Riverside development. Discussions are ongoing with a couple of interested parties.

Scottish Enterprise have extended exclusivity agreement on West Riverbank site until December 2020 largely due to unprecedented number of objections, SE will not sell of any of the ground during this period.

Village Square, work should be completed by end of June; local traders have raised concerns about impact on businesses.

The bridge from West Riverside to Balloch Park remains an aspiration.

Revised planning application from ILD expected this month.

SEPA have lifted their objections to development.

Station Square, on hold pending ILD development

Remedial work at Drumkinnon Bay due to dredging will be carried out when loch is at appropriate level.

Lomond Shores holding Food & Drink Festival this year.

Jim B reported there has been a lack of response from National Park re ILD, no response to report issued by BHCC, letter sent to NP, have been informed that we will get a reply.

No response to flyers sent to 3000 households in BHCC area. Due to lack of comment from residents BHCC will be reluctant to make any further comment on this development.

Balloch Castle, Sally stated money had been spent on a feasibility study and she has been in discussion with Richard Cairns, WDC, Regeneration Dept. Invite to be issued to Michelle Lynn (WDC Assets Manager) for update at our next meeting.

Alastair Boutell has received a letter from Jackie Baillie MSP, re concerns raised on use of fireworks. A consultation is up and running on the use and regulation of fireworks, open until Monday 13th May, access through https://consult.gov.scot/safer-communities/fireworks/.

Treasurer’s Report

Balance £1510.06. Grant application submitted.

Brian McQ advised CC’s and CC Forum are being reviewed this year. They will also be producing surveys, running training courses.

Matters Arising

Sally has had no word from Richard Cairns, WDC Regeneration Dept. concerning feasibility study on uses for Balloch Castle, if she hears anything he will be invited to a meeting to update us.

Malcolm McCormack delivered a talk on the work of LLFT. They have received a grant of £90,000 from Greggs to be delivered over the next three years to regenerate the tributaries feeding the River Leven. He stated there is serious pollution in the burns from farming, Auchencarroch, also invasive species, hogweed, Himalayan Balsam.

They will be working with local schoolchildren to increase environmental awareness.

Dredging at Drumkinnon Bay discussed, when will it be filled in?

A.P. Secretary to write to LLTNP to find out.

Sunken boats in Loch discussed, LLFT also keen to get rid of them. Murdo stated SE had paid to get them removed several years ago.

Roadworks – discussion followed re disruption. WDC Regeneration Team who are leading this have visited site, Architect has also now visited site. Can be altered if not working.

DK raised issues on lower Stoneymollan Rd, full of potholes, dangerous drop to Burn, he has e mailed WDC, will contact them again.

A.B raised concerns re bus stop on A82 northbound; no warning signs to alert drives possible pedestrians crossing.

A.P. Secretary to write to BEAR Scotland to request appropriate signage be erected.

Charrette, Murdo read out article from The Voice re Flamingo Land development.

Jim B requested that the Officers Report from LLTNP to be seen before any further comment made by BHCC.

Police Report

There has been an increase in sneak in thefts, advised we should be more aware in better weather of leaving doors unlocked and windows open.

28 crime reports in period 12/3/19 to 3/4/19.

West Dunbartonshire Environment Trust, phase 1 completed on Inler Park, all works due to be completed by end of June.

Maid of the Loch, soft opening 13th April, official opening 17th April, partial opening as ship still a building site. Refit due to be completed by end of June, disabled lift being fitted, Queen’s Lounge being refurbished and engines currently being refurbished.

Reply from Gordon Watson, LLTNP read out, stating that LLTNP are not able to make any comment on BHCC submission re Flamingo Land whilst planning under consideration.

Matters Arising

Re Signage on A82, Secretary has written to BEAR Scotland, awaiting further update.

No police presence, report received by email. 39 crime reports raised in period 3/4/19 to 2/5/19.

"Lomond Banks", plans held by BHCC, further meeting to be held to look at plans in more detail. Date agreed Monday 13th at 10.30 in LLTNP HQ, local councillors, David McCowan, LLTNP and Jackie Baillie, MSP to be invited. Public meetings should be held by LLTNP.

Andy Miller was emailed on 28/4/19 with questions concerning new plans but as of date of meeting, no reply.

Secretary has emailed WDC Harbourmaster re sunken boats, still awaiting reply. Email received from Jim Lough, Balloch Navy, Monkey Island owned by Balloch Hotel. Secretary to write to Vintage Inns to ask about removal of sunken boats and the state of the wall at Monkey Island.

Dredging at Drumkinnon Bay, Scottish Enterprise is keen to get this put back as it was. Work was scheduled to be completed there on 24/4/19. Concerns raised that this work could not have been completed in one day.

New pillars at entrance to Moss o’ Balloch are different widths and tops are sitting at different angles, measurements will be checked.

Kilt walk, DK wants it renamed Glasgow to Balloch Kilt walk. Secretary has spoked to organisers of Kilt walk and Balloch is mentioned in leaflets. Secretary raised issue of parking during Kilt walk, vehicles abandoned everywhere, and she had spoken to police on the day. Can Park and Ride be set up for future events, Secretary to write to organisers.

Member of public also raised concerns on parking on major event days and lack of action by Police. IG to find out what the parking plans are for Highland Games from WDC.

JMcQ raised issue of insurance document, we have never received a hard copy, Murdo to follow up.

Murdoch welcomed everyone to the meeting and expressed our gratitude to all D Day veterans.

No other matters arising.

GC read out email received from WDC Greenspace Manager, re playgrounds etc. in which he stated WDC are currently working on designs to replace the play areas at the Moss o Balloch and the slipway in Balloch Park, once put out to tender expectation is work to commence August/September. Slipway toilets now back in operation after problems with sewage pump. Remedial repairs to be carried out to Shore Path in the Park until funding can be sourced for a more permanent fix. The need for additional floral displays to be assessed once works completed in Balloch village centre.

JB brought up issue of bottle bank sitting in Village Square

AP. Secretary to write to WDC to have it removed.

Also raised was the number of different surfaces used in Village Square, could be dangerous, trip hazard and dangerous surface to fall on.

A.P Secretary to write to WDC, Regeneration Manager to arrange site meeting to raise concerns before work signed off.

A.P IG to phone WDC again about fencing in the Moss.

Concerns were raised by several people about water collecting on pavement at entrance to Laudervale Gdns, will raise this with Regeneration Manager.

Sunken boats to be carried forward to next meeting.

Member of public stated he has spoken to LLTNP re sunken boats to ask if signs could be attached to boats.

A.P WDC Harbourmaster and Stuart Mearns from LLTNP to be invited to next meeting to see what can be done to have boats removed.

Police Report.

1/6/19 Summer Task Force launched. Clydebank, Dumbarton and Balloch to address issues in Balloch Park during spells of good weather. Police will be at Lomond Shores roundabout with speed cameras to address speeding cars coming off roundabout. Member of public raised issue of ongoing graffiti by one individual, Police are trying to deal with this.

Crime Report for period 2/5/19 to 5/6/19, 38 crime reports raised.

Report given on Inler Park. Due to be completed next week but due to an act of vandalism, amounting to £30,000, two weeks ago there will only be a partial opening of the park with a formal opening event being delayed by 8-10 weeks. Contractors will cover cost of damage.

Issue raised of anti social parking in Haldane with people parking on pavements.

A.P Secretary to write to WDC, Greenspace Manager to ask if a Maintenance Plan will be put in place for Inler Park.

Member of public spoke about free access to Loch Lomond being denied when slipway is closed during event days in the Moss, £80 per annum charged to use Duncan Mills’s slipway.

Speed bumps in Dalvait Rd, issue now resolved.

Shandon Brae Residents Association has requested speed bumps.

Lomond Banks, we support our submission to LLTNP, WDC found our submission to be fair.

Outburst followed from member of public re our support of Flamingo Land, was asked to leave meeting.

Secretary’s Report

Meeting held with WDC concerning two points, costs for communications and membership of organisation, £20 per annum. Outcome, membership to cease and more structured method of recording communication costs required.

Balance at end of May £3318.74, no outstanding invoices.

Overgrown trees onto Main Rd at Levenbank Terrace.

A.P Secretary to write to WDC to have these cut back.

No correspondence report as Secretary absent.

Update on Community Transport, AS, scheme to be operational in our area, currently successfully running in Linnvale, working group set up. Will be writing out to CC’s and Tenants Association to get support for scheme. Service could run from Gartocharn, Balloch, Haldane and Lomond Shores.

Concerns raised about Lomond Shores, Management to be invited to a future meeting.

Walkabout Reports, at what point do we revisit. Another walkabout to be organised in Balloch once works completed to see what is outstanding. Square at Brown St/Miller Rd starting to look overgrown, Chairman had reported this to WDC, works being carried out.

Police report from PC McNulty for period 1/7/19 to 30/8/19, 234 incidents reported and 54 crime reports generated.

PC McNulty left meeting.

Road calming measures in Balloch Rd discussed, signage to be looked at.

Secretary to email WDC Regeneration Officer to look at signage and also consider reducing speed limit.

Brewery companies contacted to take deliveries for Doghouse onto Dalvait Rd.

Road signs need cleaning and shrubbery cut back blocking signs.

Floral displays –

Minute Secretary to liaise with WDC Greenspace Manager re all year round floral displays in Village Square, involving local school children.

Padlocks appearing on Balloch Bride discussed.

Secretary to write to Raymond Walsh.

Lomond Bridge to be closed for 6 months. It was suggested it be painted black to reduce cleaning costs, traffic to be diverted through Jamestown.

Sally to request access to plans for new bridge.

Sally updated us on Balloch Castle, currently working with Jonathon McColl to obtain funding. Ideas so far

1. Two hoteliers interested in the Castle, or flats and a Café.

2. Nature hub and classroom beyond the Slipway Café, remove trees which have become waterlogged. NFU also interested in putting in a classroom to educate children about farming.

Consultation was done on Balloch Castle, what was the outcome?

Sally to invite Jonathon McColl and Martin Rooney to our next meeting to update us.

Glencairn House, Dumbarton, £5million to be spend upgrading it!!

Update on Duncan Mills Memorial Slipway access. LLTNPN understood people’s disappointment when unable to access the slipway at the river entrance to the park when events on in the Moss O Balloch Park but were unable to provide free access to Duncan Mills Memorial slipway on such occasions.

Proposed housing development in Dumbain Rd, safety issues discussed on Dumbain Rd as road narrowed at bottom of road creating a bottleneck, Miller Rd also affected. 44 houses proposed, will have impact on infrastructure, Kilmaranock CC area, to be built on Greenfield site.

Nothing in development plan to build on Greenfield site, BHCC has concerns.

Secretary to liaise with Kilmaranock CC to produce a joint letter to be sent to LLTNP, Planning Dept. to express our concerns on building on Greenfield sites.

Minute Secretary to clarify procedure for speed bumps to be installed on Shandon Brae.

Treasurer’s Report, balance £3259.49. Communication bills now to be accompanied by an invoice.

Treasurer to pursue cancelling post office box at Strathleven House, use Secretary’s address in the future.

David K to produce Reporter Article due on 4/10/19, Minute Secretary to forward contact details for Reporter and number of words required,

David and Gillian to discuss access to BHCC Facebook page.

Street names for ex Haldane School site, suggestions made, ex headmasters/mistresses, former pupils who have excelled any further suggestions to be forwarded to Secretary. Could school pupils be involved?

Jamestown Parish Church closes 15th September, amalgamating with Alexandria North Parish Church.

Balloch Highland Games had a very successful day and thanked WDC for their support, in excess of 9000 attended.

WDC will now share Road Services with Inverclyde Council, contact Gayle McFarlane.

Sunken boats, Sally has contacted LLTNP re licensing of boats, trying to get money from LLTNP to deal with problem.

Minute Secretary to chase up WDC for non-attendance at this meeting to discuss tidy up of river.

Treasurer has notified Strathleven House we no longer require post box.

Sally to raise issue with Jonathon McColl re CC purchasing wreath for Armistice Day from funds.

Jim B proposed the running of CC’s to be discussed at WDC Forum.

Chair requested permission to purchase Microsoft Word Programme, will speak to Brian McQuillan, WDC.

Paul Pollock, Community Pharmacist addressed meeting, he is hoping to open a Pharmacy on Brown St, Haldane, and a consultation is currently running until Jan/Feb 2020. Hearing to be held next Spring and if successful will open next Summer.

4/9/19 to 2/10/19, 26 crime reports raised.

Village Square, Secretary to write to M.McGuiness, WDC to request extra bollards be installed and discreet no parking for motorbikes signs to address parking issues on square. Also raise concerns re shared space outside Corries, pedestrians walking out in front of cars!

Sally will also raise with Raymond Walsh.

Maid of the Loch, works almost complete, opens to public 7/10/19. Voluntary charge of £3 to be implemented, honesty box or Scanner for mobile phones.

DK declared interest in Maid of the Loch.

Balloch Castle

Sally having meeting with J McColl tomorrow re Castle and Park.

Charity, Bravehand, interested in using North Lodge. Nature Hub, discussions ongoing.

Sally to speak to Raymond Walsh about padlocks being attached to Balloch Bridge.

Sunken Boats, Simon Jones, LLTNP, is dealing with this, stated it is not their responsibility to remove boats, its WDC, they have no money to deal with them. Boats on River Leven do not require a licence, Sally will push on with this.

AB to write to Queen’s Harbourmaster for advice re above.

Planning application, Dumbain Rd, CC has written stating our opposition to building on Greenfields sites and access road is not suitable.

Ballagan Burn, concerns about discharges from Scottish Water Treatment Works into burn, Sally will look into this.

Minute of 6th November Meeting

held at 6.30pm in LLT National Park HQ, Balloch

Murdoch welcomed everyone to the meeting.

Murdoch read out an email from Gordon Watson, LLTNP, an invitation to

National Park Partnership Plan 12/11/19, 9.15 – 16.00 in the National Park Headquarters.

Murdoch had received information from Jack Fordy, Bonhill and Dalmonach Community Council, stating that Scotrail intended reducing services to Balloch in the mornings.

Secretary to contact Scotrail to express our concerns as we live in a tourism area.

October Minutes approved Ian Gurr, seconded Andy McAulay.

Lomond Shores Manager to be invited to December meeting, Secretary to contact.

Wreath for Armistice commemorations, WDC had stated Community Councils were not permitted to buy one from funds, this decision has now been overturned. Murdoch thanked Alastair for all the years he has attended and lain wreath on our behalf at the Memorial Service. Sally will raise a motion at next Council Meeting.

Concerns raised about slippy nature of new slabs.

Signage in Balloch. John Walker, WDC, to be invited to February meeting.

Street signs need attention, information board, tourist signs, services and facilities signage required.

Michael McGuiness to be contacted re installation of bollards in Village Square to prevent parking on Square.

Visit to view interior of Balloch Castle boats, proposed dates 13/11, 20/11 and 27/11.

Lomond Bridge, work starts in December, awaiting detailed plans. Traffic lights operational from 6/12/19 until the middle of January then will be closed completely for 27 weeks.

Sunken Boats, proposal made that they will be moved to the slipway at the Maid of the Loch then removed by WDC, if agreed.

Alistair had contacted Queen’s Harbourmaster they only cover the Gairloch and Loch Long.

No Police Report.

Work has started at former Haldane School site.

No update on Dumbain Rd.

WDC Forum. Murdoch attended, hard copy of Insurance Policy requested.

Matters Arising

Sally and J McColl raised motions at the last WDC meeting to allow CC’s to purchase a wreath for Armistice Day from CC funds.

Police Report

47 crime reports for the period 2/10/19 to 4/12/19

New Police Plan issued and a request to complete a survey online. Hard copies will be placed in the Library.

Summer Task Force was successful this year and more police resource will be put into the area.

Secretary to write to British Transport Police to request an increased presence during the summer months.

Audrey Calder, Marketing and Events Manager and Gregor Field, Facilities Manager, Lomond Shores attended meeting.

More events to be held in 2020. Plans for refurbishment to bring Lomond Shores back to its prime. Refurbishment of Mall to start mid-January. New maintenance plan in place so improvements will be seen.

Cameron House has had an impact on visitor numbers.

Food markets only run twice per month and are planned so as not to impact on the shops, limited number of food stalls.

Query raised over access to Observation Deck at the Sea life Centre. Audrey will look into this and will feedback to Secretary. Will also make enquiries about increased use of Community Cinema.

Issue raised re disabled parking, large events are monitored to ensure disabled spaces are not abused.

Invite someone from LLTNP to attend February meeting re signage, Invitation already extended to WDC.

Village square parking

Email reply from M Swider,WDC, situation will be monitored before additional bollards are installed. Challenge and provide evidence of any illegal parking.

Maid of the Loch

Weekend events planned and Café being moved downstairs.

Reduction of Scotrail services

Emails read out; clarify with Scotrail future plans for services.

Balloch Castle visit

David to propose 3 new dates.

Update on Lomond Bridge

hoped works will be completed in less than 27 weeks.

Abandoned boats at Monkey Island

LLTNP to remove boats. Bye laws to be altered to charge owners for removal of abandoned boats.

Treasurer’s Report

Balance £3117.03. Accounts and bank statements sent to WDC, no grant requested.

Request for new Treasurer to take on role at end of financial year 29/3/2020.

Upcoming Kilt Walk

parking issues were discussed at last Highland Games meeting.

WDC to look into this for all major events in Balloch.

First Bus

no Glasgow service through Balloch.

Secretary to write to First Bus.

Parking for train station to be discussed at the next meeting.
