Secretary’s Report

  • Most correspondence now sent by email to CC’s therefore improving distribution.
  • New portable Wi-Fi unit in use is successful.
  • Provision of defibrillator delayed due to Covid 19 lockdown.
  • CC Forum Training Pack for new and existing CC’s Completed but not yet circulated due to Covid 19 lockdown.

Planning Report

  • Proposed housing beyond upper basin in Bowling has involved Jackie Baillie, MSP due to an inconsistent report by Scottish Canals.
  • At a ‘Zoom’ meeting organised by Scottish Canals an artist impression of the high line of the old railway line at Bowling Basin leading to the cycle path showed detail of a viewpoint that will be provided. As a result, there will be a loss of privacy for some residents which is of concern. Seems there is little that can circumvent this outcome as going ahead as planned. Disappointing turnout of Bowing residents attending.
  • Old Esso Terminal site’s work has slowed down due to Covid19 lockdown.
  • Sheephill Quarry – Objection raised by Planning Officer on behalf of BMCC. Excambion Agreement consent granted in 1949 still applies. On 11th November 2020 WDC Planning Officer attended WDC Planning Committee Meeting. No response at the meeting from William Thompson & Son, Quarry Owners as no representative from the company was present. Planning decision delayed until December and then until January 2021. Concerns from the residents of Milton, particularly of Miltonhill, will be raised concerning the changes to the Excambion details as well as the objection to any destruction of the historic fort on site that is proposed. In regard to this matter officers from Historic Environment Scotland will also be present at the meeting.

  • provided updated report on Sheephill Quarry
  • Advised a delay in WDC Budget Setting yesterday. Will be no Council Tax rise. Bigger budget gap than previously thought from 2.8 million to 3.5 million. Saving options will be likely to be set next week. WD Council Leader has written to Scottish Government Finance Leader for more flexibility. Scottish government Policy to provide pay increase to staff was not budgeted.
  • Covid update provided.
  • WDC schools have returned. All pupils will have some face-to-face learning until Easter holiday. School return has not been easy to achieve – considerable amount of work completed by teachers and school staff.

Planning Report

Sheephill Quarry

Following rejection of Planning Consent by the WDC Planning Committee the WDC Chief Executive overturned the decision made and called for the decision to be made at a full WD Council Meeting on 3rd March 2021. The deliberations lasted over six hours. CC and Milton resident attended meeting and provided information as follows:

The following concerns continue to be raised.

Miltonhill residents / 50 m exclusion zone to boundary of home. Clarification required.

Public feeling on Ancient fort site in regard to mitigation damage / restoration being out with WDC restriction

CC raised possibility of compulsory purchase order of the quarry by Scottish Government / British Government of market value to finally end this long ongoing unresolved matter. Use of legislation by WD planning Officers to stop ROMP in extreme situations?

CC Officer stated that reference was made of the quarry owners making considerable donations to local charities. Is there a record of this? Councillor McBride agreed to ask the WD Planning Officer.

Planning Consent was refused at WD Council meeting with no exchange of quarrying area. It was agreed that predecessors on Council many years ago should never have granted Planning consent. The ROMP was agreed however the operator may not agree to accept this.

Bowling Basin Developments

Application for CCTV Cameras, fencing and gates to be installed by Scottish Canals in the basin area. No objections raised. Scaffolding has appeared again at old swing bridge in Bowling – no one know why. Scottish canals meeting by zoom on 24th March by invitation only. Three CC’s plan to attend.

Application for six flats to be developed at Railway inn in Bowling.

No objection.

Action

Councillor McBride agreed to ask the WD Planning Officer re: charity donations.

Secretary’s Report

  • Scottish Water/Caledonia Water - work still not completed in regard to reinstatement of Park. Improvements due to take place as agreed with WDC Officers have not been completed.
  • Provision of defibrillator delayed until ownership of Milton Community Hall established.
  • Situation of Milton schoolchildren shelter on A82 still not resolved.
  • WDC CC Scheme of Establishment review was due 2020. Delayed due to Covid 19. Commencement now going ahead (agreed on 24/2/21). Secretary will be involved. CC Forum AGM due – Secretary will try to attend.
  • Delayed VE celebrations will go ahead on 8th May 2021.

Action

  • CC monitoring of all work in King George V Field, Milton.
  • CC will pursue installation of defibrillator for Milton when ownership of hall established.
  • Councillor Connaghan was pursuing installation of shelter on A82 for schoolchildren and ownership of Milton Community Hall. Councillor McBride will pursue the issue of A82.

Bowling / Milton Matters

Action:

  • Secretary raised issue regarding Leisure trust bill. The community empowerment office took this matter forward and it has been verified that in future the bills be once again sent to the Treasurer who should be the named person on the bills. This will be rectified when bookings are required post Covid 19 restrictions.
  • CC advised of the Bay Inn, Bowling being closed since Covid 19 lockdown. Hopes to be open in March 2021 at the earliest.
  • CC reported all issues sending emails to WDC Councillors have been resolved.
  • CC raised issue opposite Bay Inn, Bowling with water running from the hills under the bridge and passed the play park/blockage somewhere? WDC or Scottish water responsibility? Drains are full of mud. Councillor Mclaren will look into matter.
  • CC raised problems with dog poo – dog poo bins removed in Milton. Bins overflowing in both villages. Suggestion made for recycling bins like George Square, Glasgow may help situation. Councillor Mclaren will take matter forward.
  • CC raised issue of rubbish on both sides of A82 roadside especially from Dunglass roundabout leading to Clydebank. Community project worker agreed to raise issue with Green Space.
  • CC raised issue of 5/6 lamp posts have been taken down in area from Bowling leading to Old Kilpatrick due to accidents. Area dangerous?? additional barriers to protect pedestrians. CC to send photographs to Councillor McBride who will investigate.

AOCB

  • Milton resident, Mr Brian Mooney keen to join CC following recent involvement in the quarry Planning Application. Proposal made by Shona Brown to co-opt Mr Mooney onto BMCC as a CC at this time. This proposal was seconded by Jim Thomson and was accepted by Mr Mooney.
  • The Acting Chairperson thanked everyone for their attendance.

None available. Noted that the Police support during the first Covid 19 lockdown was recognised in dealing with lots of younger people passing through Bowling at the time. Thank expressed from BMCC for all work they carried out in response to requests.

Planning Report

  • Old Esso Terminal site’s work has slowed down due to Covid 19 lockdown.
  • Sheephill Quarry. Objection raised by Planning Officer on behalf of BMCC. Excambion Agreement consent granted in 1949 still applies. On 11th November 2020 Planning Officer attended Planning Committee Meeting. No response at the meeting from William Thompson & Son as no representative from the company was present. Planning decision delayed until December and then until January 2021. Concerns from the residents of Milton, particularly of Miltonhill, will be raised concerning the changes to the Excambion details as well as the objection to the destruction of the historic fort on site. Officers from Historic Environment Scotland will also be present at the meeting.
  • Bowling Basin Developments for the future may include a walkway to Bowling station. Current works costing £6.5 million, included in these costs are £1 million for refurbishment of Customs House and £1 million for refurbishment of the Arches which are now currently lying empty and not being used. It is frustrating in these works that the current toilet facilities for visitors is located in a Portacabin. It is important that the social and environmental character of the village is stressed and maintained throughout these works and development.

Action:

  • Old Esso Terminal site: Planning Officer will be in touch with Stuart Robertson Feb/March when he will once again stress the importance of the castle due to the Charles Rennie Mackintosh connection.
  • Sheephill Quarry: Planning Officer will be invited to Planning Meeting scheduled for January 2021.

Secretary’s Report

  • Scottish Water/Caledonia Water continues with extensive work in the King George V Field Milton throughout all of Covid 19 lockdown, work originally due to finish in March 2020. This resulted in large areas of the park being out of bounds. Recognition given to the tolerance of Milton residents for their patience and understanding. Park improvements due to take place as agreed with WDC officers were postpones as a result.
  • Provision of defibrillator delayed due to Covid 19 lockdown.
  • Situation of Milton schoolchildren shelter on A82 still not resolved.

Action:

  • Monitoring of all work in King George V Field, Milton
  • To pursue installation of defibrillator following Covid 19 lockdown
  • To pursue shelter on A82 for schoolchildren

Bowling / Milton Matters

Action:

  • Secretary raised issue regarding Leisure trust bills that had not been paid on time escalating to Sheriffs Officer and requested that the community Empowerment Officer take the matter forward given the personal nature of this action. Secretary stated that in these circumstances should the matter not be passed back to the Communities Team to liaise with the Community Council affected. The community empowerment office agreed to take this matter forward and notify BMCC of the outcome. In the interim suggested the Treasurer be the named person on the bills.
  • CC advised of the Bay Inn, Bowling being closed since Covid 19 lockdown. Hopes to be open in March 2021 at the earliest.
  • CC suggested we encourage residents of the villages of Old Kilpatrick, Bowling and Milton to continue to support local businesses and support any vulnerable older people in our areas over the next few months.
  • Secretary advised that emails were being returned from WDC Councillors as unsent and that WDC Church street Office remained closed. Community Project Officer advised Bridge Street Office was open and she would investigate the issue with the email problem and advise of the outcome.
