Local Development Plan 2: Proposed Plan
Planning Committee on the 19th August 2020 agreed to adopt the Proposed Local Development Plan 2 (as modified) after the Report of Examination. The Plan has been submitted to the Scottish Government and the Council will be able to formally adopt the Plan, after a 28 day period, unless directed otherwise or the 28 day period is extended.
The Plan sets out the Council’s strategy, policies and proposals for the use of land within the Council area (with the exception of that part of the authority within the Loch Lomond and the Trossachs National Park) for the period from 2020 to 2030. The Plan’s aim is to create places for people, spaces for investment and destinations to visit and enjoy. It is also the first Plan in the UK to be awarded the Building with Nature Excellence Award for its green infrastructure first approach to design and its approach to green infrastructure throughout the Plan.

The modified Local Development Plan 2: Proposed Plan along with associated documents were forwarded, on Wednesday 26th August 2020, to the Scottish Government for formal adoption. Should the Scottish Government not indicate otherwise, or extend the deadline, the Council is free, after a period of 28 days, to formally adopt Local Development Plan 2. The Council have also notified all those individuals and organisations that submitted representations to the Plan in November 2018 that the Council intends to adopt the Plan.
The Council will advertise the date on which the Plan is formally adopted. The Plan is then subject to a six week period after that date where it can be judicially challenged.
On adoption, Local Development Plan 2 will replace the West Dunbartonshire Local Plan 2010 and Local Development Plan 1: Proposed Plan (2016) and will form the development plan for West Dunbartonshire alongside the Strategic Development Plan: Clydeplan.
3 months after formal Adoption, the Council will publicise the Action Programme for the Plan and submit this to the Scottish Government.
All documents will be available to inspect free of charge in Libraries and Council Offices once the Covid-19 restrictions in places for these venues have been lifted by the Scottish Government.

Planning Committee on 22 May 2019 approved the Council’s responses to the representations received to the Local Development Plan 2: Proposed Plan and gave authority for the Plan and associated documents to be submitted to the Scottish Ministers for Examination. The Plan and associated documents was submitted to the Department for Planning and Environmental Appeals (hereafter referred to as the DPEA) on 30 May 2019 and the Examination commenced on 22 August 2019.
The Report of the Examination was made public by the DPEA on their website on Monday 27 April 2020 and all individuals who had submitted representations have also been informed by the DPEA that the Examination Report is now public.

The Main Issues Report was the previous stage in the preparation of a new Local Development Plan for West Dunbartonshire. The Main Issues Report set out the main changes and issues that emerged since the Local Development Plan (Proposed Plan) 2016 was approved.
