The Connecting Scotland programme aims to connect up to 9,000 digitally excluded people so they can access services and support and connect with friends and family during the pandemic. Each Local Authority will be allocated a number of internet enabled devices.

Building on learning from existing activity to tackle digital exclusion, the programme will work through organisations (particularly local authorities and local third sector organisations) who are already working with the target groups to reach them and provide support.

The target groups are:

  • People who are currently digitally excluded -they do not have an appropriate device and/or connectivity at home
  • Are on low incomes and affordability of devices or connectivity is a barrier
  • They (or their household) are at risk of isolation due to the coronavirus pandemic as:
  • They are in the extremely high vulnerability group (Group 1 –‘shielded’); OR
  • They are in the group of increased risk of severe illness (Group 2)

There would also be a preference to support applications where organisations have existing contact with the people and the capacity to support the programme objectives (e.g.regular contact and staff or volunteers that can act as Digital Champions).
