Tricia to ask Gregor for church hall

Lawrence gave an update on council budget proposals

We believe that as a community council we should be consulted on community budget and proposed cuts

Fitness recovery   12 step recovery program – daily

Y sort it has seen an increase in numbers and have the following for 8-12 years.

Starting in Hardgate and Faifley to deal with anti-social behaviour Thursday’s 5-7pm

Clydebank shopping centre starting end March 5-7pm

Trip to Iceland

7 young people to attend

Gillian reported a very successful February break

Lawrence has agreed to look into the following 

External fences get looked at on an individual case-just let them know you feel unsafe and insecure

Skypoint 

We would like a breakdown of costs to council including (security, Janitor, repairs requested breakdown for this year and last year

New School

We asked about clarity on let costs, why groups must remove items used by groups, why they can't offer a long-term lease

Lawrence stated that it's a community campus that includes a school but is a community campus first he will get and update on rules foe community group first

Faifley Foodshare 

Have had a significant uptake on numbers they report to have a new bank account opened next moth which can then allow for transfer of monies

Police

No update

Letter agreed to go out to all 22 councilors to object to having no input in community budget in general but mainly Faifley we don’t believe the community is aware of the impact of proposals

Battery Storage

The group unanimously voted against this

Recovery for Addictions 

Speak to Bobby as we currently have no services available in Faifley ask if they maybe want stall at careers day

Storm Damage 

Fallen trees have been reported to green space

Faifley Community Council

New Office Bearers

At opening of meeting Tricia discussed needing to appoint new office bearers.

Tricia proposed Angela as Treasurer this was seconded by Gillian.

Tricia proposed Diane as Secretary this was seconded by Angela.

This was accepted by all present, at this point minutes were passed to Diane.

Bank Account

Tricia discussed that bank account can now be open with all office bearers now in place, new email address to be set up for the community council due to not being able to access previous email this will be set up by Tricia and distributed to all.  Tricia will then start opening the bank process.

Foodshare

Tricia discussed that the Foodshare numbers are up slightly over the past few weeks and that the payment for FareShare is due and they are being chased for payment, previously it was asked if the Council could make a direct payment from the Municipal bank account that they have for the community council awaiting confirmation on this.

Council Update

Gordon spoke on how parking enforcers to be assigned to deal with illegal parking, prioritise schools, during the discussion it was pointed out by the group that some streets if all cars parked on the road the road would be blocked and would be inaccessible.  Also discussed was the speeding and the increase of electric bikes that are being irresponsible on the roads and the danger of a serous accident happening it was suggested that maybe speed cameras in the area would help deal with this.

Gordon then updated that after previous discussion about storage in the new campus for groups and lets that he has been assured that there is plenty of storage available and that there will be ongoing lets available in new campus it will not have to be booked on a weekly basis.

Morrison Construction have been asked for update on the community benefit for Flourish Faifley Pavilion project but awaiting update.

Gillian asked if Community council could be given a site visit to new campus Gordon will ask and see.

Council have agreed to fund Flourish Faifley with fund of £150,000 with them to secure fund of £600,000 to build 5G pitch at the Pavilion, Gillian ask what happens to the money if they don’t secure funds else were does the money stay in Faifley projects and how long do they have to secure funding she will send email to council to enquire.

Skypoint after enquires Gordon confirmed that they do not have a note of anyone falling through roof and advised that there is no janitorial presents in the building accept for checks the same as other closed council building.

Knowes Housing there is no update on the bowling green at Abbeyland Road, Tricia is going to ask Knowes to send rep to meeting as they previously did for updates.

Battery Storage at Cochno Road no further update the Council maintain their objection.

AOB

Tricia suggested moving the Career’s Fayre to another date Angela said previously she had worked on ones in Sept/Oct and they were successful for school leavers and Christmas staff will be moved and date agreed at later date.

Walk around of streets and woodland areas to be arranged for end of August or September.

Gillian showed group new design of logo with still a few changes to be made will amend and bring for next meeting.

Y-Sort-It

Gillian advised that all youth clubs will continue throughout the summer with the aim of them being held outside weather permitting.

Opening Meeting

Minutes from May meeting proposed by Angela Parry seconded by Gillian Kirkwood.

Business Issues

Correspondence

Emails from both Housing Associations will speak on during meeting, email regarding Morrisons Construction will discuss during meeting.

Bank Account

Tricia, Angela and Dianne have started the process of opening bank account with RBS the bank is reviewing the details can take up to 5 weeks to open account.

Morrisons Construction

Tricia spoke on the email sent to Lawrence and Gordon regarding the Community Benefit Fund that Morrisons have from the new campus asking on progress, Lawrence confirmed that West Hub Scotland set up this with Morrisons Construction and has requested confirmation of the amount(percentage) that was agreed as part of the tender to build the Faifley Campus from Michelle Lynn WDC Asset Management. As of yet no community benefit has been given to any organisation Tricia asked for it to be confirmed that any money will be in Faifley and not the wider area, if this will be for one or more organisation, Gillian asked who is monitoring the progress on the distribution of the monies.  As a group it was discussed that if Morrisons didn’t follow through with the amount agreed that they would not secure any further works in Faifley or West Dunbartonshire. To date Morrisons have never reached out to the Community Council, Foodshare, Y-Sort it or the Church. Gillian asked if Morrisons are the contractor for the demolition of the old buildings, Lawrence will check the tender and get back to group.  Gordon is also going to check on the auditing side of the contract and get back to the group. Tricia asked for the Community Council to be included in the mailing list to do with Morrisons Construction progress and community benefit and that the contact for Morrison Construction email is sent to the Community Council. Tricia asked if the plans for the campus still remain the same as there has been discussions that the pitches were no longer going to be onsite and just the MUGA, Lawrence, Gordon and William all said they knew of no changes but will double check and get back to the group. Lawrence will forward the new Community Council email address to Planning so nothing is missed.

FoodShare

Tricia confirmed the Foodshare will be closed on 1st July and 4th August for volunteers to have time off as it is open every other week of the year including Christmas and New Year.  Due to the bank account still not being open yet Municipal form to be filled out by Tricia, Angela and Diane to pay £469.20 to Move On (Fareshare) to pay for the first quarterly payment for the Foodshare. Lawrence confirmed he spoken with the payment department regarding the different office bearers and this will be fine Lawrence, Gordon and William will be copied in on email for the payment. Gillian asked if the uniform donations to the Upcycle were down as in other areas they are Tricia will check and get back to her.

Graffiti/Bus Stop

Gillian spoke on the Graffiti and vandalism throughout Faifley after noticing the graffiti at bus stop at Co-op she tried to report to SPT but was directed to WDC website and link on site didn’t work eventually found a way to report but took a long time asked if we could promote the way to report graffiti or damages to WDC to help keep the area free from damage.  Lawrence spoke on difference time scales for graffiti and damages and will forward the Council link to the email for Community council to share on social media.

Housing/Groups Updates

Knowes

Tricia contacted Knowes for community contact, asked Amy Sweeney Corporate Services/Compliance Officer to attend meeting or send update on Knowes,  Lawrence updated that Knowes still have around £25K in their solar panel fund for organisation to apply to and that the group could apply once bank sorted, Abbeylands Bowling green has hit a pause at the moment due to the budget for building not covering the cost of building due to the buildings being to high spec Scottish Government will not cover enough of the cost Knowes must now go back to planning changing the plans hopefully this will go ahead and project can start.

Caledonia

Tricia contacted Sharon Clark Housing Officer and she doesn’t think there is a Community Officer for Faifley but would update her, she confirmed they have installed new kitchens and bathrooms in some phases and more bathroom replacements are due this year.  They are also looking at upgrading the bin-stores in Lennox Drive carpark area, although she doesn’t have a date of when this will commence but is hopeful it will be this year.  They also have a planned program of works but are waiting on this coming through to her and will get more info.

Gillian sent over outreach update attached with minutes. 

Faifley Parish Church

Lawrence spoke on the works carried out in the church by West College Scotland/ Crown paints of the re-decoration of the church by James Robertston and his students with all paint being donated by Crown paints, also that he has spoke with them to do further projects in the area, Tricia suggested that they are contact to help with flourishing in Faifley pavilion project.

Council Update

Gordon updated on the pavement parking wardens and the decision on some streets not being accessible if the cars were parked on road at both side Gail from roads department will be assess streets and excluding streets that are not viable, they have not updated him on the speed cameras.  Tricia asked if Greenspace have got back to anyone on the Auchnacraig paths as trees are still down on every path making them inaccessible months after the storm Lawrence will ask, Tricia is going to send email to Greenspace for walk round in August.

AOB

Gillian spoke on email sent to Laurence Slavin and Michelle Lynn regarding the £150K cost of living fund and Lawrence and William spoke on this was from the cost of living fund and Flourishing in Faifley would have to secure addition funding of £600k for this project, there currently is not timescale for this funding and if they don’t secure funding that the £150k would go bac into the cost of living fund but would hope that the funding could be secured or a plan B could be made for the funding to be in Faifley.  It was agreed that this will be discussed in a few months to see if it is any further forward.
