1.Welcome / Introductions / Apologies:

Acting Chairperson welcomed everyone to the meeting.

Apologies Councillors: Ian Mclaren and Karen Connaghan.

Apologies WDC Officer: Colin Smith, Community Project Team.

2. Police Report:

Police Report sent by email, and it has included figures relating to Dumbarton East therefore they are inaccurate for BMCC area. The Chairperson will contact Police Scotland and request an amended report.

It is hoped that Police representative will attend following post Covid 19 restrictions.

 5. Councillors Report:

Councillor McBride gave update as follows:

  • Councillor McBride said Staff are not back in the WDC Offices. Any slight progress made was put back before Christmas due to Covid 19 restrictions in place. Phone calls seem to be getting picked up better than previously. Separate contact system has been set up for Housing Repairs.
  • Re-evaluation of buildings taking place. The library will be moving to Glencairn House on High Street, Dumbarton.
  • The Artisan Centre, Dumbarton will be partly demolished, and new development will go ahead. Funding in place and final plans to be confirmed.
  • Update given on signage and resurfacing on Milton Brae. No immediate plan however will hopefully be included in future plans.
  • WDC Budget Meeting set for 9/10 February 2022.
  • Councillor Walker had nothing further to report.

Action:

Councillor McBride will continue to check on resurfacing of Milton Brae.

6. Secretary’s Report:

  • Scottish Water/Caledonia Water continue to have issues with pipeline in King George V Field, Milton.
  • Situation of Milton schoolchildren shelter on A82. Jackie Baillie, MSP contacted. Nothing further to report at this time.
  • Old Kilpatrick Railway Bridge re-opened.
  • Update given on new group – Milton Village Community Group - forming and overseeing the running and use of Milton Community Hall.
  • Installation of defibrillator at Milton Community Hall to go ahead.

Action:

  • Monitoring ongoing of work to King George V Field, Milton.
  • School children shelter on A82 to further pursue.
  • Pursue the defibrillator at Milton Community Hall.
  • C/F to purse quarterly surgery in Milton also by MSP – email to be sent.

7. Treasurer’s Report:

Apologies from Treasurer as audited books not collected yet from Kilcreggan. Auditor had Covid 19.

Action:

  • Audited books will be collected before next meeting and when collecting books Treasurer will ask if willing to undertake future audits.
  • Community Project Officer provided information on CC grant for this year, last year and next year and advised of action required.

8. Planning Report:

  • BMCC Planning Officer said that the Reporter has found in favour of the extension to Sheephill Quarry with conditions. No time to read full report prior to this meeting.
  • Miltonhill findings have been disregarded – condition number 2, no quarrying in Miltonhill.
  • Appeal now in for the ROMP. Is there any other recourse for BMCC?
  • WDC refused permission twice. Concerns from Silverton & Overtoun CC. Only other course of appeal is to the Court of Session that requires advocate representation.
  • Chairperson suggested a letter is sent to WDC Planning Section expressing disappointment asking WDC to pursue the opposition of decision.

No update on situation of the Dumbuck Hotel.

Action:

  • BMCC Planning Officer will approach Silverton & Overtoun CC.
  • Chairperson will review Section 75 and meet with BMCC planning representative to draft a letter as detailed above.

9. Bowling / Milton Matters:

Hall lets for future meetings. Discussion about use of Bowling Hall kitchen area for meetings. Secretary expressed concerns due to size of space and facility for public meeting.

Councillor McBride agreed saying kitchen area was not a suitable meeting place.

  • Communities Project Officer to purse clarification on use of Bowling Hall. Further discussion at next meeting.

11. AOCB:

Communities Project Officer asked if further thought had been given to Place Standard Tool/Place Plan. Following discussion agreement made that it would be discussed more fully in face to face meeting next month.

It is hope that meetings will resume in the Bowling Village Hall on -

If for any reason this is not in keeping with the Pandemic Restrictions at that time the meeting will revert to a Zoom Meeting.

February Meeting: did not take place as it was not quorate. However, discussion did go ahead with those present about training for CC’s.
March Meeting: was cancelled as it was not quorate.

1. Welcome / Introductions / Apologies:

• Acting Chairperson welcomed everyone to the meeting.

2. Police Report:

• No report. Chairperson will follow up.
• CC raised issue of missing dog from Milton that was killed on A82. Police were notified at the time however report from owner said that they were not advised of this and as a result people were searching for the dog for several weeks. Chairperson will check up on this.

• Given there were no Councillors present Chairperson seeking clarity as to whether or not the scheme of Establishment was approved by Council. Communities Project Officer will seek update from her manager.

6. Secretary’s Report:

• Reply received from Jackie Baillie, MSP about bus shelter for schoolchildren in Milton stating that it was not deemed to be a priority for WDC and no action would be taken.
• Update on Milton Village Community Group – progress for arrangement of lease for the running and use of Milton Community Hall ongoing.
• Installation of defibrillator at Milton Community Hall to go ahead when agreed work to Milton Community Hall completed.
Action:
• To further pursue shelter for schoolchildren on A82.
• To continue overseeing progress on Milton Community Hall.
• C/F to purse quarterly surgery in Milton by MSP – email to be sent.

7. Treasurer’s Report:

• Treasurer has collected audited books from Kilcreggan. Papers not yet
submitted to WDC. Treasurer explained that due to current personal
circumstances she wished to resign as Treasurer at this time. Chairperson
thanked Treasurer for her work as Treasurer.
Action:
• Chairperson said he would collect the books and prepare statement for
submission to WDC.

8. Planning Report:

• Application for carwash in the Red Rooster Restaurant car park in Milton.
Concerns raised re: flooding onto A82; drainage and water retention in car
park area; flooding on footpaths leading to other commercial areas; WDC
ensuring that this is not a cash in hand businesses and paying people less
that minimum wage and the policies and safeguards are in place to prevent
endorsement of same.
Action:
• Chairperson and Planning Officer will liaise, prepare objection and submit to
WDC.

9. Bowling / Milton Matters:

• CC reported Helena Hughes has decided to move from Scottish Canals
• CC reported a campaign currently in place to stop Councils using certain
Weed Killers containing Glyphosate due to causing illness for animals and
health problems for humans. The WHO named this as a carcinogen in 2015.
A significant number of Councils have banned this substance.
• CC requested some form of action be taken by WDC regarding the Current
poor state of the main road through Bowling – Dumbarton Road. During
discussion concerns were also raised about the current state of Milton Brae
Road and the current speed limit both roads.
• Discussion took place about the dates and times of BMCC meetings and
whether this was still the best choice for CCs to attend. One current vacancy
at present in Milton as CC has let CC know that he will send letter of
resignation to confirm he has resigned from post.

Action:
• Planning Officer to email Council Officer in Greenspace copying in Councillors
regarding these specific Weed Killers requesting WDC to remove these from
use if used at present.
• Action about the roads through Bowling and Milton Brae Road will be taken
forward by Chairperson to WDC Officer in Roads Section. Speed limit and no
right turn from Milton Brae onto A82 to will also be taken forward for discussion.
• Agreement reached those future meetings will continue on the third Tuesday of every month at 7pm alternating between Milton and Bowling when premises available.
• Number of CCs to be confirmed by Communities Project Officer.
• CC will draft a poster advising of a vacancy to encourage local residents to become involved in the CC. Communities Project Officer will assist in arranging printing of same.

• No report. Chairperson will follow up. Community Officer on holiday at present.

4. Chairpersons Report:

• Welcomed everyone and said it was good to meet everyone face to face.
• Scheme of Establishment was approved by Council. Clarification required about inclusion of draft constitution. Suggested CC’s should spend some time together in future working through this document to familiarise themselves with any changes. CC Elections delayed from September this year until November due to delay of approval of this document. Secretary advised of current situation of the CC Forum.

5. Councillors Report:

• New Councillors introduced themselves: Gurpreet Singh Johal and Chris Pollock.
• First meeting due to take place to appoint Councillors to relevant Committees followed by recess in July.
• WDC Church Street Offices reopened on appointment only basis. Meetings going ahead but not running as normal.
• Discussed issue of being unable to speak to someone in some departments. Customers being asked to email. This is discriminatory to some residents.
Action:

• David McBride will raise police engagement , reports, etc. with Police Scotland
• David McBride will pursue issues of no telephone contact by some
departments.

6. Secretary’s Report:

• Bus shelter for schoolchildren in Milton continues to be an ongoing issue.
• Update on Milton Village Community Group – progress for arrangement of
lease for the running. Temporary lease issued for use of the hall for this
meeting.
• Decision made to move meeting in Bowling to Wednesday evenings every
alternate month from September 2022.
• Installation of defibrillator at Milton Community Hall to go ahead when agreed
work to Milton Community Hall completed.
Action:

• To further pursue shelter for schoolchildren on A82.
• To continue overseeing progress on Milton Community Hall.
• C/F to purse quarterly surgery in Milton by MSP – email to be sent.
• To contact WDC Leisure Trust re: booking of Bowling Hall.

7. Treasurer’s Report:

• No report. Books have not been passed to Chairperson. Only year 2018/19
were audited so years 2019/20 and 2020/21 are outstanding.
• Discussed complexities of banking and move to online banking.
Action:

• Books to be passed to Chairperson to prepare statements for submission to
WDC.
• To clarify with Communities Project Officer if what was supplied was
satisfactory.
• Suggestion made by Councillor McBride that Bill Barlow of Dumbarton &
Silverton CC may be able to help in audit.
• Councillor McBride will Pursue clarity on online banking with WDC Finance.

8. Planning Report:

• Posters distributed to pub, shop, harbour in Bowling and notice board in
Milton.
• Suggestion made by Councillor Pollock that Starbucks may have a
Community Notice Board inside. The Chairperson also suggested the notice
board at Overtoun House possibly could be used.
• Objection submitted in regard to car wash Milton. Confirmation received from
WDC. WDC protection for employees is not covered by Planning, probably by
legislation in relation to modern slavery.
• Confirmation from Greenspace that they will look at the use of weedkillers
following the information they received from the BMCC Planning Officer.
• Vale of Leven Wind Farm – closing date extended.
• Extension was granted to Sheephill Quarry. Chairperson received call today
from WDC Planning Officer stating WDC has no legal grounds too appeal.
There are 6 weeks to appeal. The operator was awarded costs.
Action:

• Secretary to place posters in locations suggested if allowed.
• Chairperson will review wind farm application and advise CC of outcome.

9. Bowling / Milton Matters:

• CC reported Customs House and units lying empty at Bowling Harbour.
• Chairperson submitted details of roads issues in both villages to WDC Roads Department, to date no response.
• Secretary asked councillors if any progress of ‘20’s plenty’ signs in Milton as was requested pre-covid.
• BMCC should have 7 CC’s plus 1.
• Secretary asked Councillors if they could pursue outstanding issues raised with Greenspace over a year ago in regard to Milton Park. Also asked about new ’muggers ‘being installed in Hardgate and Duntocher and how this could be made a consideration for Milton in the near future.
Action:

• Councillor McBride will seek clarity on what’s happening at the Harbour form Regeneration and Scottish Canals.
• Councillors said they would pursue issues of roads in both villages.
• Councillor McBride advised ‘20’s plenty’ signs are a priority for WDC. Legislation in regard to this matter is complex.
• Councillors agreed to look into matters about Milton Park.
