Minutes of Meeting, 11th February 2025

1. Welcome to Kevin Crawford. Leads Improving Lives in Dalmuir and is happy to help people of all ages and disabilities to access services and benefits available. Kevin can also ask his volunteers for help with community projects.

2. Sorry to hear of the passing of Georgie Green who ran the summer camps in Old Kilpatrick, she will be sadly missed and the Community Council will send a card in acknowledgement.

3. The local place plan has been completed. One amendment required is that the community notice board should be at the shops not at the Napier Hall. It now should go to planning and then perhaps the full council.

4. Stephen Gallagher attended the last meeting and discussed road safety, traffic calming, the garage and lock up review and the Lusset Glen.

White lines have been painted to highlight the new drop down kerbs and the arrow signs at the roundabout have been reinstalled.

5. Ferrydyke cottage development has been knocked back. John Foster has contacted Issy to see if there can be a public campaign to get the cottage reinstated.SEPA and roads assessment may not be able to be changed. Appeal of appeal can be difficult.

Asked re demolition order from the council on safety grounds as well as derelict building at 2 Station Road. Lauren will check.

6. WD forum is debating what's happening with Community Councils. Workshop on 3/9/25 to discuss possibility and legality of having 2 Community Councils for the whole area. Issy in touch with Elaine Troup and Colin Smith.

Communities team is being split up and no update has been received from the council regarding who to contact. Frustration voiced at continual lack of response from council officials to any correspondence from the community council.

7. SKIO – constitution for village development trust to be ratified.

Application for £27,000 funding made – Govan Stone archaeologists dig to include Gavinburn Primary if successful.

Other funding sources – Lottery Fund (Kevin willing to help)

We are sorry to see the resignations of Jim McIlhill and Maria Gordon and thank them for all their support and input over the years.

1. Severine updated everyone on the Antonine Wall Project which ends in September.

Over 30 projects have been completed including distance stones, signage, benches, clean ups, tours and maps. Severine will leave access to all digital resources and also the link for the HES Antonine Wall Co-ordinator when they are appointed. There is a digital end to end route available and also community loop health walks. Any signage we want to install can be colour coded from HES to keep continuity.

Roman Britain is a good source for food recipes for Romanfest on 27th and 28th June 2025.We can also use Marcus who can be purchased from HES and Roman helmet cookie cutters are available on Etsy.

The Antonine Wall Channel on YouTube has 27 milestones.

2. Pavilion at high park to open imminently.

3. Police report 7 reported incidents between 10/2 – 10/3 traffic offences 2, assaults 2, breach bail 1, drugs 1, vandalism 1.

Complaints re. speeding in village and Western Isles estate. Random speed checks and a CUT OUT advised.

Concerns re. end of school parties in the Saltings highlighted and police already discussing strategies for this.

Concerns raised regarding urinating in public at the Christmas tree triangle. Advised can use photographic evidence and report it to the police.

4. Community forum met last week – community budget cut was discussed it should be 1%.Next forum is June. Not as many community councils now so everyone to think about forming a West Dunbartonshire Community Council.

5. Rosemary highlighted that nothing has been done about local issues raised especially the garages and lock ups.

6. Rena raised issues regarding dog poo and traffic wardens regarding cars parking on the pavement and crossings hindering disabled access. Access issues can be reported to the police with photographic evidence.

7. Skeo is going ahead and a draft constitution is being prepared.

8. Issy has a meeting next week with Scottish Canals re. benches.

9. Ann highlighted that there are grants available from Foundation Scotland a they would be useful and said it could be used to install a map at the station.

Matters arising from last meeting

1. Pavilion at high park still not open. Issy sent emails October,January and February and eventually got a response on 11th February with apologies and this has also been copied to elected members. Everything has been completed by Scottish water. Now awaiting a date from the contractors and building standards,estimated time 2 weeks and then will be handed over to the leisure trust.

2. No feedback yet on the locality plan.

3. Issy, Lauren and Fiona Hennebry cross party meeting of councillors to develop a heritage strategy.

4. Food waste bins were collected at 8 weeks in Bute Crescent, Western Isles Estate.

BOT not recognising postcode. No response to emails to waste management – raised to level 2 and still no response.

5. Lack of response to community council from WDC regarding issues is commonplace and shows a lack of respect for volunteers. It undermines the community empowerment act and should be raised with the Communities Minister.

6. No police report.

7. No treasurers report. Although we paid for the video for the community council forum and Issy will discuss getting this back with Elaine.

WDC budget due at the end of February.

8. SKEO drafting a constitution using 9CCs from Ayrshire. Any monies will be allocated using a matrix – areas with most impact will get a bigger budget. Aim to get the best that we can for the community.

9. HydraArts will do a Roman Fest on 28th and 29th June 2025.Community Council and AOK will contribute to this. Leaflets,recipe book,herbs,find Marcus trail. All ideas welcome.

10. All agreed to apply for lottery funding regarding a local archaeological dig. Florence has been in contact with Govan Stones. Could tie this into the church going up for sale.

Florence is doing heritage talks. Saturday 18th march. Afternoon tea and History 12.30pm £10.The Forgotten Women of West Dunbartonshire. Venue Clydebank and District Golf Club Hardgate

Rediscovering the Antonine Wall did not get lottery funding and there will now be an exit strategy between the councils involved.

11. VE Day 8th May 2025 – CC plan to lay a wreath at the War Memorial,light a lantern. Issy to ask Maureen re Wee Chatty Cafe for refreshments. There is a querie around a beacon by the Scouts – Alan to contact Issy.

12. Slip road Westbound onto A82 from Station Road. No entry signs are down. Signs and lighting down on roundabout at Western Isles Road. Danny will look into this.

13. Issy will see if Liam Green and Michelle Lynn can come to next meeting.

Matter arising from last meeting

1. Pavilion at high park still not open. Lauren will contact Michelle Lynn.

2. No sign of any work commencing in Lusset Glen.

3. Parking issues at Mount Pleasant – residents unable to access spaces. Kevin Urquhart of roads department advised that parking was available in Erskine View while utilities were going in. The grass is all churned up due to this and residents have been asking for this road to be one way for some time.

Other Issues

1. Dorothy is moving and is leaving money to clean up the area outside the shops, redo the mosaics, benches and install statement pots in memory of her son Iain. 

2. Feedback was given to Stephen on the draft place plan by Rena and Florence.

3. Issy, Florence, Lauren and Fiona Hennebry with 2 session clerks Donna and Stevie are interested in taking the SKEO forward.

Interest in raising the culture committee again.

4. Food waste bins have not been collected for 5 weeks in Bute Crescent, Western Isles Estate. Lauren will raise this.

7. HydraArts will do a Roman Fest on 28th and 29th June 2025. Emma Henderson explained that the event would involve commissioned artists focused on community engagement. Events will be on Dumbarton Road. Any ideas are very welcome.

So far – portraits/displayed in street. Shared meal with varied traditions – contact Syrian group in Whitecrook - Moments of Freedom. Participatory dance (progress down the street) Lottie an artist will do a walking tour with school children.

Other ideas include – Roman Cocktails, Roman afternoon tea, treasure hunt to find Marcus. Involve whole community. Costumes encouraged.

Emma will look at contacting these groups.
