Joyce White is the Chief Executive of West Dunbartonshire Council a local authority which serves 89,590 residents and a lively business community in an area stretching from the banks of Loch Lomond to the shores of the Clyde.

As Chief Executive, Joyce is responsible for driving the Council to deliver against its strategic priorities, the management of Council operations and the work of approximately 5,000 staff who deliver a wide range of key services. This role also requires working closely with Elected Members to ensure there is strong and visible leadership and direction.

Joyce joined West Dunbartonshire Council in 2008 as Executive Director of Corporate Services with responsibility for Finance; ICT, Business Development, Procurement; Human Resources; Organisational Development; Legal; Administration; Regulatory Services and Elections. In 2011 Joyce was successfully appointed Chief Executive.

Prior to this, Joyce was Group General Manager for Corporate Services at Infratil Airports Europe, building and developing the teams responsible for running three international airports including Glasgow Prestwick. Joyce also worked for six years as Finance Director at leading European firm SCA Packaging, and previously developed her career at ICI where she held senior roles including Chief Accountant.

Joyce is a Fellow of the Chartered Institute of Management Accountants and a Fellow with the Chartered Institute of Personnel Development.

She has contributed to a number of organisations in a voluntary capacity, serving on the Board of West College Scotland and the Audit Committee and Board of Clydebank College. Joyce has served on the Board of Investors in People (IIPS) for seven years as a Non-Executive Director and chaired the People and Finance Committee. She was also co- opted onto the Council of the Chartered Management Institute of Finance and Chaired the Professional Standards Committee.

Joyce is the previous Chair of SOLACE Scotland (Society of Local Authority Chief Executives) having previously served as Vice-Chair and is also involved in SOLACE in Business in a non-executive director role. She is a past Non-Executive Director of the Improvement Service and now a Board Member of Youthlink Scotland since November 2020. 

She was a Non-Executive Trustee of Girl Guiding Scotland in Ayrshire, and has served as a County Commissioner.

Married to Drew, they have one daughter and live in Saltcoats, Ayrshire where in her leisure time Joyce enjoys creatively cooking and a few physical activities such as cycling and swimming. Joyce is also an active member of her local community.
