20mph speed limits
Safety on roads across West Dunbartonshire is set to be enhanced with the introduction of 20mph zones.
The Royal Society for the Prevention of Accidents study highlights that a pedestrian who is hit by a car travelling at between 30mph and 40mph is between three-and-a-half and five-and-a-half times more likely to be killed than if hit by a car driver travelling at below 30mph.
In 2025, the council approved a 20mph Strategy establishing a mandatory 20mph speed limit as standard for residential streets. However, some A and B roads and strategic routes will remain at their existing speed limit.
The Council’s 20mph programme supports the implementation guide for 20mph speed limits in Scotland (PDF) where the ambition is for most suitable roads in built‑up areas to have a 20mph limit as part of a 'Safe System' approach to making streets in built up areas safer for everyone.
Analysis from the Department for Transport estimates that journey times in 20mph zones increase by less than half a minute for a two-mile trip and less than a minute on a five-mile trip compared with a 30mph zone.
Funding for implementation of the scheme has come from the Scottish Government as part of their National Strategy for 20mph.
Street selection criteria
Our roads team carried out technical assessments to identify areas that will benefit from a reduced speed limit. We also considered feedback from communities who have previously requested lower speed limits on their streets.
Other considerations factors include:
- Roads within 100 metres of schools, community centres, hospitals, care homes, and playparks.
- Public roads with residential frontages.
- Areas that attract vulnerable road users.
- Streets where slower speeds will encourage walking, cycling, and community wellbeing.
- Review of local collision and incident data.
- Local knowledge and community feedback.
Phased roll out
The implementation of 20mph streets will take place in phases over the coming years. Prioritisation is based on local collision history, road engineering, traffic speeds, road user types, and active travel routes.
- Phase 1: Alexandria North/Tullichewan, Bellsmyre, Bonhill and Haldane, Bowling and Old Kilpatrick, Linnvale, Milton, Silverton.
- Phase 2: Kilbowie, Whitecrook, Renton, Drumry, Gartocharn, Clydebank Waterfront, Castlehill.
- Phase 3: Alexandria, Townend, Duntocher, Faifley, Goldenhill, Dumbarton Central, Kirktonhill.
- Phase 4: Dalmuir, Redburn, Highmains, Mountblow, Balloch.
Future phases will be implemented as additional funding is confirmed. A Traffic Order for proposed areas is promoted in advance to allow residents to provide feedback. Phase 1 locations were promoted in November 2025, and the Infrastructure, Regeneration and Economic Development committee agreed to proceed with the final Traffic Regulation Orders in May 2026.

Local consultations
The Roads and Transportation Team carried out speed surveys on some of the roads identified and a statutory consultation was held at the end of last year in which members of the public were asked for their feedback.
Before approving the scheme for implementation, the Council consulted emergency services, statutory bodies and the public through the process of promotion of Traffic Regulation Orders. The final Traffic Regulation Orders reflect technical assessments and vital feedback from community councils, elected members, and local residents.
Monitoring progress
A monitoring programme is underway to track the impact of the new speed limits. Sample speed monitoring commenced in 2025 before the traffic orders were promoted. Our team will continue to monitor traffic speeds and casualty trends to determine if extra road safety interventions are required in the future.
To support the new limits, we are introducing new 20mph road signs and clear road markings.
