West Dunbartonshire Libraries Strategy 2026-2030
The West Dunbartonshire Libraries Strategy 2026-2030 sets out a vision for a modern, inclusive and resilient library service that supports reading, learning, digital inclusion and community wellbeing across West Dunbartonshire. The strategy sets out how the service contributes to the Council’s Strategic Plan and supports long-term decision-making, moving beyond operational issues to future service priorities. Combined with a detailed delivery plan, it provides a structured approach for reviewing performance, measuring success, and reporting progress.
Community feedback has been central to shaping the strategy. Residents identified the following as their top priorities:
- Discovering great new books
- Enjoying a calm, welcoming space
- Having lots of resources all in one place
- Getting helpful advice from our friendly staff
- Joining in on a wide range of activities and classes
Four Strategic Aims have been designed to respond to local needs and priorities while supporting national objectives. They also align closely with the priorities and outcomes set out in the Council's Strategic Plan, ensuring that the Library Service contributes to the wider ambitions of West Dunbartonshire Council and delivers positive outcomes for local communities.
- Reading and Learning, focuses on promoting literacy, encouraging a lifelong love of reading and supporting learning at every stage of life.
- Fostering Community Wellbeing, recognises the role libraries play in reducing isolation, improving access to information and services, and providing inclusive spaces where everyone feels welcome.
- Empowering Connections, highlights the importance of digital inclusion, community engagement, partnership working and helping people access opportunities, services and support.
- Sustainable Development and Innovation, commits to environmental responsibility, creative approaches to service delivery and the pursuit of external funding to enhance services for local communities.
The implementation of the Library Strategy will provide the Council with a clearer understanding of the scope, quality and impact of library service provision across West Dunbartonshire.
