The West Dunbartonshire Council Road Traffic Regulation Act 1984 (Disabled Persons Parking Place – Headquarters car park, Church Street) Order 2026

Notice is hereby given that West Dunbartonshire Council proposes to make an Order under the Road Traffic Regulation Act 1984 and the Disabled Persons’ Parking Places (Scotland) Act 2009, the effect of which will be to designate ten parking bays within the Headquarters Car Park at Church Street, Dumbarton, as Disabled Persons Parking Places. These bays will be reserved exclusively for vehicles displaying a valid Blue Badge.

Statement of reasons

West Dunbartonshire Council proposes to make the “Disabled Persons Parking Place – Headquarters Car Park Church Street) Order 2026” under powers of the Road Traffic Regulation Act 1984 and in accordance with the Disabled Persons’ Parking Places (Scotland) Act 2009.

The purpose of this Order is to designate ten parking bays within the Headquarters Car Park at Church Street, Dumbarton as Disabled Persons Parking Places. These bays will be reserved exclusively for vehicles displaying a valid Blue Badge in the prescribed manned.

This measure is necessary to:

  1. Comply with statutory duties under the 2009 Act, which requires local authorities to provide and maintain disabled persons parking places where appropriate.
  2. Improve accessibility for disabled persons visiting or working at the Council Headquarters and surrounding provision.
  3. Ensure safe and convenient parking for Blue Badge holders near to the building entrance.
  4. Promote equality of access in line with the Equality Act 2010 and the Council’s commitment to inclusive service provisions.

The designation of these bays will assist in meeting the needs of disabled persons and reduce the risk of misuse by non-eligible vehicles. Appropriate signage and markings will be installed in accordance with the Traffic Signs and Regulations and General Direction to clearly indicate the restrictions.
